The psycho-social phenomena generated by mass-media and the new information and communication technologies at the level of the young generations have led to new communication practices that bypass libraries and revolutionized the intellectual labor practices, with texts being rather used than read. In this context, our article examines the need to increase the library's role in developing the quality of education and research and brings to attention a few possible solutions which include a partnership between various types of libraries and between librarians' associations and NGOs to facilitate education through library and safeguard reading.

Elena Tîrziman - The National Library of Romania - A New Headquarters - A New Beginning
The National Library of Romania will open a new headquarters at the end of 2011. The need for a suitable place for the library appears in 1957, two years after the reestablishment of the national library. In 1968, the designing requirements for building a national library are drawn up, and in 1971 the first designing theme is made, which will undergo adjustments after the 1977 earthquake. The works begin in 1986 and are abandoned after December 1989. In 2007, the designing is resumed, followed in 2008 by the execution of the works, which are completed in December 2011. Thus, after more than 50 years, the new building of the National Library of Romania is inaugurated, a building that meets the requirements and the specific functionalities of a national library.

Sultana Craia - The Public, the Media and the Library
Media influences cultural priorities, tastes, social representations and even cultural consumption needs. The position of the library in the community, the public interest and the use of its services are strongly marked by the effects of consumption and the media-generated patterns. This article presents the results of a questionnaire survey administrated to 289 subjects aged between 8 and 80 years in Bucharest and other cities of Romania. The survey was focused on two directions. The first was aimed at the media consumption typologies and needs of the public, according to age categories and the second focused on the public and the library.

Cristina Popescu - Permanent Education, a Reality of the Information Society
The intellectual activity, as an essential element of the informational culture, is not characterized by a „scientific disorder”, it imposes organization and rigorousness, and the abilities acquiesced in this process are considered the key factor of a life-long training. This is the first step in achieving the educational targets. During their whole lifetime, people should develop their informational aptitudes acquired during the undergraduate age.
Using their creative and professional competency and with the support of integrate programmes, experts in information sciences ought to actively contribute to the educational process, offering help to students in their aspirations of accumulating, developping and cultivating their skills and faculties, their knowledge and values necessary to continue their education during the entire life.

New Disciplines, New Approaches and New Technologies in the Information Society
Alexandra Crăciun - Several Mediological Principles
The article presents several new perspectives on the contemporary civilization provided by means of a new discipline entitled “Mediology”. This new science that the French professor Regis Debray proposes presents the characteristics of the contemporary society in relation to models of some previous stages. This article proposes a critical perspective on the model proposed by Regis Debray as compared to other sources envisaging the analysis of the evolution of the cultural models in time, such as, for instance, the perspective proposed by Giambattista Vico on the evolution of the linguistic and cultural codes. The aim of the article is that of providing an integrated perspective, allowing a better understanding of the changes underlying the informational society.

Octavia-Luciana Madge - Evidence Based Library and Information Practice
The evidence-based movement originally appeared in the medical area, but it has been taken over in recent years by other areas too, including library and information science. In Romania this approach is not well known and starting from this premisis, our article presents some general aspects regarding the evidence based practice, the way it was defined, the conceptual framework of evidence based librarianship, important names that have been at the forefront of the movement in our field, the stages of evidence based practice and their importance.

Simona Gheorghe - Integrated solutions for libraries:
implementation of RFID system
Currently, an innovative technology is implemented in the Romanian libraries, based on radio frequency identification, in other words RFID technology. This technology has been developed into many areas of activity both in our country and abroad. In 2008, Central Library of “Lucian Blaga” University from Sibiu has implemented the system and Central University Library “Carol I” from Bucharest is in the process of RFID implementation. There are presented the components of an RFID library system, what is involving the application of this system, the advantages and disadvantages of RFID technology.

History of Romanian Books. Protection and Preservation of the Cultural Heritage
Agnes Erich - 365 years since the printing of Vasile Lupu’s Code of Laws (Pravila lui Vasile Lupu) (1646)
The translation and the printing of the first Romanian juridical texts during the 17th century were an absolute need for the respective times when the Church representatives did not have a written code to rely on when judging litigations, and so custom was playing a main role there. Taking into account that in 2011 there were 365 years since the printing of Vasile Lupu’s Code of Laws (Pravila) we have considered it a good opportunity to approach this topic. The value of Vasile Lupu’s Code of Laws consists in the fact that it is the first lay legislation in Moldavia printed in Romanian and the first Romanian code of laws approved by the princely authority. At the same time, it is a monument of the Romanian language and culture of the first half of the 17th century.

This article presents the research project “Farsherots, Moscopolitans, Megleno-Romanians – Online Recovery of their Cultural Heritage” conducted in 2011 and financed by the Department for Romanians from Everywhere. Given the utmost importance of protecting and preserving the immaterial cultural heritage of a people the article highlights briefly the objectives of this project, the interdisciplinary character of the team and the conclusions of the research that took place in Romania, Albania, the Republic of Macedonia and Greece.
